There is a document circulating in the corridors of Brussels that few people know about. The Gender Equality Strategy 2026-2030<\/em> of the European Union includes sex workers explicitly for the first time. Not as a footnote or as a problem to be solved. As workers with full rights.<\/p>\n

The European Sex Workers\u2019 Rights Alliance (ESWA) published the proposal in March 2026. It calls for full labor rights for sex workers, regardless of their employment or immigration status. This means that those working in the sector should not be forced to hide in order to get health protections or regular contracts.<\/p>\n

The text talks about protecting autonomy and decision-making power in contracts. Including the right to refuse a client. Something that seems obvious but is not guaranteed in many European countries.<\/p>\n

It\u2019s not a revolution. It\u2019s a call for consistency.<\/p>\n

The crux of sex work in Europe<\/h2>\n

The legal situation of sex work in Europe is a mosaic that changes within a few kilometers. In the Netherlands and Germany it is regulated. In Sweden and France only the buyer is penalized. In Italy it remains in a gray area between criminal and administrative offense.<\/p>\n

The ESWA strategy starts from a precise point: you cannot talk about gender equality while excluding an entire category of workers. We know this well; those who have followed the debate for years see it happening again and again. Sex workers are mostly women, often migrants, and their exclusion from fundamental rights is a gender issue in every sense.<\/p>\n

Japan offers a curious example of how laws can be circumvented. There, prostitution is technically illegal, but the legal definition is so narrow (only vaginal intercourse with a stranger) that entire industries exist based on loopholes. Soaplands, where guests are washed by workers, are just one example. Anal, oral, mammary: everything that is not vaginal penetration with a stranger falls outside the definition.<\/p>\n

We know, it sounds absurd. But the law is made of words.<\/p>\n

Funding for sex worker-led organizations<\/h2>\n

In May 2026, the Sex Worker Development Consortium and the Global Network of Sex Work Projects (NSWP) will host a four-part webinar series. The topic is fundraising and financial autonomy for sex worker-led organizations.<\/p>\n

Sex worker-led movements continue to do critical work globally. But they face structural barriers in accessing sustainable funding. This is not a detail. Without resources, rights campaigns remain on paper.<\/p>\n

The series will explore practical fundraising strategies and donor relations. Anyone with experience in the world of fundraising knows that the problem is not only technical. It is cultural. Many foundations do not want to be associated with sex work, even if the projects are health-related or legal support.<\/p>\n

The paradox is obvious. We fund anti-trafficking programs but not those who work directly with sex workers.<\/p>\n

Consent and self-determination<\/h2>\n

The heart of the matter is the concept of consent. When we talk about sex work, consent is often at the center of political debate. But there is a difference between legal consent and real autonomy.<\/p>\n

The ESWA strategy calls for sex workers to be able to decide autonomously about their contracts. It means being able to refuse a service without losing the job. It means not being forced into working conditions that would be considered abusive in any other sector.<\/p>\n

The Consent Dynamics<\/a> in sex work are more complex than people think. It is not just about saying yes or no to a specific act. It is about having the power to negotiate terms, prices, limits, and conditions. Exactly as in any other working relationship.<\/p>\n

The difference is that for sex workers this negotiation is often criminalized. That makes it more dangerous, not less.<\/p>\n

The link with the dynamics of Power Exchange<\/a> in consensual sexual relationships is closer than it seems. In both cases, the key is that the power imbalance is recognized, discussed, and managed transparently. Not hidden behind a prohibition that only protects those who already have power.<\/p>\n

The self-determination of sex workers is a matter of Agency in Sexuality<\/a>. It concerns the ability to make informed choices, even in contexts that from the outside seem unacceptable. The history of feminist movements is full of debates on this point. And it is not resolved yet.<\/p>\n
